Parish Council Meeting – Wednesday 8th February at 8.15 pm

The next Parish Council Meeting is on Wednesday 8th February, at 8.15 pm, at Leafield Village Hall.

This meeting is open to the public, and residents are welcome to attend.

AGENDA

  1. Welcome from the Chairman
  2. To receive apologies for absence
  3. To approve and sign the minutes of the Council meeting on 11 January 2023
  4. To receive declarations of interest in items on the agenda
  5. To receive and comment on the Clerk’s report
  6. To receive reports from District and County Councillors
  7. Opportunity for the public to speak – to provide members of the public/press with the opportunity to comment on items on the agenda, or raise items for future consideration. In accordance with Standing Orders, this will not exceed 15 minutes in total and five minutes per person
  8. To consider the co-option of a new councillor

Recreation and Leisure

  1. Playground – To receive regular playground inspection reports and agree actions
  2. Playground bin – To note that, from April 2023, WODC will be charging to empty the litter/dog waste bin which they installed (replacing LPC’s dog waste bin which WODC removed), and will not be emptying the other bins on the play area, and agree actions
  3. Village Hall car park entranceway – To receive update regarding works and agree actions
  4. King’s Coronation – To consider the coronation weekend plans and agree actions

Environment

  1. Churchyard and burial ground

13.1    To consider undertaking a rapid baseline habitat survey of the churchyard and burial ground and agree actions

13.2    To consider a churchyard tree strategy and agree actions

13.3    To receive an update regarding the hedgelaying and agree actions

13.4    To consider current and future volunteering options and agree actions

  1. Village Green – To receive update regarding bollards
  2. Tree works – To consider quotations for tree works and agree actions

Planning

  1. To comment on any planning applications received before date of meeting
  2. To receive update of previous planning applications
  3. To consider holding a meeting about Neighbourhood Plans and agree actions (deferred from December 2022 and January 2023 meetings)

Administration and Finance

  1. Finance update – To review and approve the finance update, to review and approve the bank reconciliation
  2. Budget update – To review and approve the budget update
  3. Reserves update – To review and approve the general reserves and earmarked reserves
  4. Payments and receipts – To review and approve current payments, to note current receipts
  5. To instruct bank signatories to approve payments
  6. To approve the asset register
  7. To consider the date, time and format for the Annual Parish Meeting

Communications

  1. Correspondence Register – To receive the correspondence register and agree actions
  2. To receive items for information only

27.1    To publicise that photo ID will be required to vote at a polling station

27.2    To note that OCC will be planting a tree in the parish and have asked for volunteers to manage the maintenance of the tree for its first three years

27.3    To note the road closure on Buttermilk Lane from 02 to 04 May, 9.30 am to 5.30 pm
