The next Parish Council meeting is on Tuesday 13th January 2026, at 7.00 pm, at Leafield Village Hall.

The meeting is open to the public, and residents are welcome to attend.

1. Welcome from the Chair

2. To receive apologies for absence

3. To approve and sign the minutes of the Council meeting on 11 November 2025

4. To note that the meeting on 02 December 2025 did not take place

5. To receive declarations of interest from Members regarding items on the agenda

6. Opportunity for the public to speak – to provide members of the public/press with the opportunity to comment on items on the agenda, or raise items for future consideration.  In accordance with Standing Orders, this will not exceed 15 minutes in total and five minute per person

7. To receive reports from County and District Councillors

Recreation and Leisure

9. Playground – To receive regular playground inspection reports and agree actions

10. Village Hall

10.1 To receive an update regarding the CIO from the Village Hall Management Committee and agree actions

10.2 To receive an update regarding the new Village Hall lease and agree actions

10.3 To receive an update regarding the Village Hall building works and agree actions

11. Pavilion – To receive an update regarding the subsidence insurance claim and agree actions

Parish Maintenance

12. Tree works – To consider new tree planting and agree actions

13. Village Green – To consider repairing damaged areas of road surface on the Village Green and agree actions

14. Salt and grit

14.1 To consider purchasing grit and salt for the parish and agree actions

14.2 To consider purchasing a manual snow pusher and agree actions

Community

15. To consider the issue of parking on pavements and roads, and requesting traffic calming measures for areas of the village, and agree actions

16. To consider having the runoff water from the leak on Witney Lane independently tested, and agree actions

Churchyard and Burial Ground

17. To review the burial ground fees and agree actions (deferred from November meeting)

18. To consider quotations for the removal of the dead pine tree in the walled copse and agree actions

Planning

19. To comment on any planning applications received before the meeting

20. To receive an update of previous planning applications and appeals

Administration and Finance

23. Finance update – To review and approve the finance update, to review and approve the bank reconciliations

24. Budget update – To review and approve the budget update

25. Reserves update – To review and approve the reserves

26. Payments and receipts – To ratify previous payments, to review and approve current payments, to note current receipts

27. To instruct bank signatories to approve the payments

28. To consider training options and agree actions

29. To receive an update regarding the insurance review and agree actions

30. To approve the revised delegation arrangements to the Clerk

31. OCC LGPS pension
– To acknowledge receipt and understanding of the results schedule
– To confirm acknowledgement (or otherwise) of the contribution rate of payment from 01/04/26
– To provide any comments about the Council’s result
