Parish Council Meeting – Wednesday 14 December at 8.15 pm

The next Parish Council Meeting is on Wednesday 14th December, at 8.15 pm, at Leafield Village Hall.

This meeting is open to the public, and residents are welcome to attend.

  1. Welcome from the Chairman
  2. To receive apologies for absence
  3. To approve and sign the minutes of the Council meeting on 09 November 2022
  4. To receive declarations of interest in items on the agenda
  5. To receive and comment on the Clerk’s report
  6. To receive reports from District and County Councillors
  7. To receive a presentation regarding a planning proposal for land adjacent to Greenwich Lane
  8. Opportunity for the public to speak – to provide members of the public/press with the opportunity to comment on items on the agenda, or raise items for future consideration. In accordance with Standing Orders, this will not exceed 15 minutes in total and five minutes per person

Policy and Finance

  1. Finance update – To review and approve the finance update, to review and approve the bank reconciliation
  2. Budget update – To review and approve the budget update
  3. Reserves update – To review and approve the general reserves and earmarked reserves
  4. Payments and receipts – To review and approve current payments, to note current receipts
  5. To instruct bank signatories to approve payments
  6. To consider and review the draft Action Plan for 2023-2024 and agree actions
  7. To consider and review the draft budget for 2023-2024 and agree actions
  8. To consider and agree the precept for 2023-2024
  9. To consider creating an Internal Committee and agree actions
  10. To review and approve the Internet Banking Payment Procedure
  11. To review and approve the Internal Financial Control Policy
  12. To review and approve the Debit Card Policy
  13. To consider training opportunities for councillors and the Clerk and agree actions

Recreation and Leisure

  1. Playground

22.1 – To receive regular playground inspection reports and agree actions

22.2    To consider quotations for replacement play area surfaces and agree actions

  1. Village Hall Car Park – To confirm cost and date of Village Hall entranceway works and suspension of Financial Regulations for this work
  2. Pavilion – To receive the Fire Risk Assessment report, and agree actions
  3. Football Club portacabin – To instruct a solicitor to draw up a lease for the siting of the Football Club portacabin on receipt of the revised planning approval and agree actions


  1. Lychgate –

26.1    To note receipt of a grant from Cotswold National Landscape towards the refurbishment of the Lychgate

26.2    To consider options regarding refurbishing the memorial panels and agree actions

  1. Churchyard and burial ground

27.1    To consider a quotation for tree work in the churchyard and agree actions

27.2    To consider creating a tree strategy for the churchyard and agree actions

27.3    To consider asking the Wychwood Forest Trust to undertake the hedgelaying in the burial ground and agree actions

  1. Village Green

28.1    To receive an update regarding the damaged bollards and agree actions

28.2    To consider developing the old bus shelter area and agree actions

  1. Neighbourhood Plan – To consider holding a meeting in the New Year about Neighbourhood Plans and agree actions


  1. 22/03110/LBC – Proposed roof repairs – Witney Cottage, Witney Lane, Leafield – comment by 27 December 2022
  2. To comment on any planning applications received before date of meeting
  3. To receive update of previous planning applications


  1. Correspondence Register – To receive the correspondence register and agree actions
  2. To receive items for information only


  1. To receive requests for items for next agenda, and note that motions for inclusion on the next agenda and background papers (including quotations) must be received by the Clerk at least one week before the next meeting.
